Most property owners in Egypt still think short-term renting sits in a legal gray zone. As of Decree 209/2025, it does not. Egypt now has a formal licensing path for short-term rentals, and destinations like El Gouna and New Alamein qualify under it.
That changes the math for every owner sitting on an empty unit.
What Decree 209/2025 actually says
The decree creates a low-cost certification for residential units rented short-term. In practice, for owners in qualifying developments:
- You register the unit and obtain a Touristic Eligibility Certificate at low cost.
- Your listing becomes compliant with national regulation rather than dependent on tolerance.
- Licensed units gain an advantage as platforms and payment providers tighten compliance requirements across the region.
This is the same pattern Dubai followed in 2016. The owners who registered early captured the professional-operator advantage while everyone else waited.
Why this matters for your revenue, not just your paperwork
A licensed unit can be marketed openly: on OTAs, on a direct-booking site, to corporate and medium-term guests. That widens your demand pool exactly when occupancy — not nightly rate — is what separates profitable units from empty ones.
The three moves to make this quarter
Register. If your unit is in El Gouna, New Alamein, or a comparable qualifying development, the certification is inexpensive relative to one week of peak-season revenue. Confirm your unit's specific eligibility, documentation, safety, and tax requirements with qualified Egyptian advisers.
Audit your listing. Licensing gets you permission to compete; it does not fix an underperforming listing. Title, pricing, photos, amenities, and description each move your ranking.
Build a direct channel. The decree removes the last excuse for depending 100% on OTAs.
